Honorable Conrad O. Sackey is an accomplished education policy leader and public servant with extensive national and international experience in education governance, teacher regulation, and system reform. He currently serves as Sierra Leone’s Minister of Basic and Senior Secondary Education, where he provides strategic leadership for policies and programs spanning early childhood, primary, junior secondary, and senior secondary education.
Minister Sackey holds a Master of Arts in Education from the Institute of Education, University College London (UCL), one of the world’s leading centres for education research and policy. He also earned a Bachelor of Science (Honours) in Economics from Fourah Bay College, University of Sierra Leone, equipping him with a strong foundation in development economics, public policy, and strategic planning. Complementing his academic qualifications, he is a Chartered Director (CDir) of the Institute of Directors, United Kingdom, reflecting advanced expertise in corporate governance, leadership, and organisational oversight.
In recognition of his contributions to education and public service, Conrad Sackey is a Fellow of the Royal Society of Arts (FRSA) in the United Kingdom and a Travelling Fellow of the Winston Churchill Memorial Trust. He also holds professional certifications in educational management, teaching, and career guidance, underscoring his multidisciplinary approach to education leadership.
Before his ministerial appointment, he served as Chairperson of the Sierra Leone Teaching Service Commission (TSC), where he led reforms in teacher recruitment, deployment, performance management, and professional standards. His work at the TSC strengthened institutional accountability and improved the management of the teaching workforce nationwide. He has also contributed at the continental level through service with the African Federation of Teaching Regulatory Authorities, supporting efforts to enhance teacher professionalism across Africa.
Minister Sackey is actively engaged in several regional and global education initiatives. He currently serves as Interim Chair of the General Assembly of the Association for the Development of Education in Africa (ADEA), one of the continent’s foremost education policy platforms. He is also a Steering Committee Member of the Foundational Learning Action Tracker (FLAT), a global initiative supported by partners including UNICEF and the Hempel Foundation, focused on accelerating progress in foundational learning. In addition, he serves as a Member of the Strategic Advisory Group for Phase II of the Mastercard Foundation’s Secondary Education in Africa Report, contributing strategic insights to continental policy discussions on expanding quality secondary education.
As Minister, Conrad O. Sackey has overseen key national initiatives aimed at improving equitable access, quality, and integrity in education. His leadership has focused on strengthening foundational literacy and numeracy, expanding the distribution of learning materials, supporting school feeding programmes, advancing early childhood development, and reinforcing transparency in national examinations. He is a strong advocate for teacher support, child protection, and evidence-based policy implementation.
Minister Sackey regularly represents Sierra Leone at regional and international education forums, where he shares best practices and advances collaboration in pursuit of global education goals. His professional career reflects a consistent commitment to education as a driver of human capital development, social inclusion, and sustainable national growth.
