EMIS is a function and unit in the DBE with the responsibility to develop and maintain an integrated education information system for management of education.

The integrated infomation system is accomplished through acquisition, processing, dissemination and reporting of quality education data.

FHI 360 worked with the Ministry of Education, Science and Technology in Sierra Leone to assess the state of the country’s education management information system (EMIS) to increase access to timely, reliable data. The project was funded by the United Nations Children’s Fund (UNICEF).

FHI 360 and its local partner, Converge, worked to build the capacity of ministry staff and improve physical and electrical infrastructure. They conducted a pilot in one to two districts using Global ED*ASSIST, FHI 360’s advanced technology for EMIS, electronic tablets and FHI 360’s exclusive geographic information system, K-Mobile.

Education Management Information System (EMIS) is a centralised database with Information about every student, teacher and schools across Sierra Leone

The will increase the Ministry’s ability to make   informed and data-driven responses both to crisis situations and to long-term planning and budgeting.

The Situation Room (SR) is a Unit within the framework of the Planning and Policy Directorate and that of EMIS. It tracks key performance indicators in the education sector, covering a sample of schools across every district in the country.

The indicators collected include teacher and pupil attendance, the status of facilities, the functionality of school clubs, parent-teacher committees, school feeding and enrollment.

This mode of data collection stands out from that of the Annual School census because data is collected more frequently. The Unit also monitors and report on the Toll-free line of the Ministry
