The Ministry of Basic and Senior Secondary Education has commenced roll-out exercise of the recently reviewed curriculum framework for basic schools across the country. The roll-out exercise entails training of educational stakeholders, including school quality assurance officers of the Ministry, and representatives from teachers training colleges, local councils, Sierra Leone Teachers Union and Teaching Services Commission.
The Ministry through it Directorate of Curriculum and Research conducted training for educational stakeholders in the various regional headquarters of the country. Beneficiaries of the training are expected to cascade knowledge they have acquired from the training to their colleagues, in order to ensure effective implementation of the reviewed curriculum framework.
The facilitator of the training, Professor Joe AD Allie, was among the Consultant Educationalists who worked on the reviewed curriculum framework. He said before the utilization of the new curriculum, it is important for those who are going to use the curriculum, know what are embedded in it. He said they need to know the philosophy, goals and rationale for developing the school curriculum.
One of the issues focused on, at the training, is the teacher’s preparation for class session; to this Prof. Allie said teaching requires a lot of planning. He said for every lesson, a teacher has to ask himself why he/she is teaching the lesson. He said those days are gone when a teacher will assume what the pupils will know. He added that a teacher should care about, how he/she tests to know the level of pupils’ comprehension of his/her lesson.
The Director of Curriculum and Research at the Ministry, Osman Kamara said it is important for teachers to be guided on how to teach in the classroom. He said the new basic education curriculum is designed in line with the widely accepted mode of teaching in the 21st Century, which is the Learners Cantered Approach.
A beneficiary of training from Bonthe District, Rebecca Aruna said they have been trained on how to follow prescribed learning techniques. She said this will enable teachers to move away from their old ways of teaching and follow a professional method of teaching, which has been developed by the Government.
She further expressed her satisfaction with the content of the new curriculum framework for basic schools, which she said if fully implemented, will help to train school children to become productive citizens of Sierra Leone.

The Ministry of Basic and Senior Secondary Education is currently training Heads of Schools, Coordinators of the Ministry’s Free Quality School Education Secretariat, and the recently recruited School Quality Assurance Officers/ Inspectors of Schools on the use of the Survey CTO, an android application used to collect data on the status of schools across the country for the Annual School Census.
The Annual School Census is expected to provide accurate data which helps the Ministry to make critical decisions on the management of schools and support to pupils nationwide. Therefore the Directorate of Policy and Planning provides refresher training for heads of schools who were supplied android tablets last year for the Annual School Census 2020.
According to the Director of Policy and Planning in the Ministry, Madam Adama Momoh, in this year’s Annual School Census, census personnel will include the recently recruited school quality assurance officers/ inspectors of schools and districts’ school feeding monitors.
Madam Momoh said the school quality assurance officials and district school feeding monitors are expected to familiarize themselves with the processes and tools for the Annual School Census. She further articulated that the move is a result of a decision reached by the Ministry this year, to utilize its internal structure, instead of hiring census numerators to conduct the Annual School Census, as has been the case for the past years.
The School Feeding Monitor for Tonkolili district, Mr. Mohamed Gibril Turay appreciated that the two days training has built his capacity on accurate data collection and management.
He said they had both theoretical and practical sessions on the use of the Survey CTO application, which has gotten them adequately prepared to deliver accurate data to the Ministry’s Headquarters on a number of pupils and teachers in schools including the general conditions of schools under his watch in his district of operation.
The Chairperson of the Conference of Principals of Secondary Schools in Tonkolili district, Mr. Francis Melvin Sankioh expressed that the ongoing training is important for them as heads of schools who will be providing data to the Ministry on behalf of their schools.
He revealed that they were trained last year on the use of the newly introduced technology in Makeni, and therefore he continued that the training would not only refresh their memories on the use of the Survey CTO, but will also help them to understand the use and application of the equipment better.
He said, even though they were trained last year on the use of the tablet, some principals encountered difficulties during the survey period. This he said caused some delays in the submission of data. However, Mr. Sankoh concluded that the refresher training would help principals to address those challenges and become more familiar with the tablet and software applications.• Completion of quality secondary education

Education Plus is a high-profile, high-level political advocacy drive to accelerate actions and investments to prevent HIV centered on the empowerment of adolescent girls and young women and the achievement of gender equality in Sub-Saharan Africa. COVID-19 impact on Sierra Leone and many other countries has been immense. To build back better societies to include everyone, as we focus on recovery, requires us to acknowledge the gendered impact of this health crisis on the lives of different people and communities and then deploy evidence-based responses. It is therefore reassuring to know that Sierra Leone is the first African country to commit to the Education Plus Initiative, which is a new game-changing drive to respond to the undeniable gender inequalities that put adolescent girls and young women in our countries at greater risk of acquiring HIV, impending school completion and school-to-work transitions.

Sierra Leone joins five (5) UN Agencies, namely, UNAIDS; UNICEF, UNESCO, UNFPA and UN Women in a firm coalition/partnership to enhance a Human rights-based, Gender-responsive Action Agenda for adolescent girls and young women to lead healthy, secure and fulfilling lives while paving their ways to vibrant futures. Through an initiative dubbed as “Education Plus” the government of Sierra Leone will properly and adequately plan and address the essential elements of empowerment that every adolescent girl and young woman should be entitled to in their transition to adulthood. Such elements will include but not limited to:
• Completion of quality secondary education
• Universal access to comprehensive sexuality education
• Fulfillment of sexual and reproductive health and rights
• Freedom from gender-based and sexual violence
• Successful school-to-work transitions and young women’s economic empowerment.

Sierra Leone’s Ministry of Basic and Senior Secondary Education (MBSSE) and the Directorate of Science, Technology and Innovation (DSTI), in partnership with the Education Outcomes Fund (EOF), are seeking education providers and investors, to help scale-up the Education Innovation Challenge (EIC).
The new three-year programme, Sierra Leone Education Innovation Challenge (SLEIC) is scheduled to begin in September 2020. The government will identify schools in need of additional support, set the target outcomes and implement innovative interventions in partnership with non-state providers. It will not prescribe how to improve learning outcomes.
Our aim is to improve the learning outcomes for more than 250,000 children in over 500 schools in every district in the country. Children will be given interventions to improve their reading, writing, critical thinking, maths and computational skills.
In light of Covid-19 and school closures, greater focus will be given to distance learning and ed-tech interventions to keep children learning through the crisis.

The Government of Sierra Leone (GoSL) ordered the closure of all educational institutions on 31st March 2020 as part of a broader response to mitigating the effects of Coronavirus (COVID-19) in Sierra Leone. Consequently, the Ministry of Basic and Senior Secondary Education (MBSSE) has taken proactive steps to ensure our children’s continued welfare, learning and their general well- being are protected, especially the most vulnerable. The MBSSE reinstituted school safety protocols including handwashing,temperature checks and isolation rooms in all schools before schools closed. The MBSSE has undertaken several activities and initiatives as part of our COVID-19 response, below are five:

The Minister of Basic and Senior Secondary Education Dr. David Sengeh has commenced a Campaign to protect Girls during the current school break, due to the COVID – 19 pandemic.
In a Video Public Service Announcement that was disseminated through various Social Media fora and aired on the Ministry’s Education radio 95.3 FM, the Minister Informed the Public that there was a high prevalence of Teenage Pregnancy during the Ebola Virus Disease epidemic in Sierra Leone. He encouraged Communities across the Country to ensure that the mistake Girls made during the Ebola period, is not repeated during the unavoidable School break.
Minister Sengeh emphasized that Girls who were Victims of Teenage pregnancy, missed School, noting that Education for every Girl is important for the development of the Nation. He added that communities would remain underdeveloped if Girls are not protected, thus depriving them of meaningful Education. For this reason, he invited Parents, Religious and Community Leaders to make a Commitment that they would do all within their powers to prevent Girls from being impregnated during the closure of School due to the COVID – 19 outbreak.
“To the Mothers, Fathers and other members of the family, please talk to your daughters not to indulge in activities that are not safe for them. Ensure that you know where they go and what they do around, and provide their basic needs, for people not to take advantage of them.” Minister Sengeh stressed. He continued to call on Traditional Authorities to establish Bye laws and engagements which would ensure the safety of Girls in their communities.
“Community Leaders must make effort to carry the badge of honour, that none of their Girls is pregnant. They should work hard for the names of their communities not to be mentioned in the list of communities that failed to protect their Girls during the COVID – 19 School closure.” The Minister cautioned Community Leaders.
“If you are that person who sleeps with young Girls in your Community, I am begging you to stop. You have to stop taking advantage of our Girls. It is not good for the development of Sierra Leone.” The Minister appealed to Men and Boys.
This is not the first time the Minister, Dr. David Sengeh is making such an appeal for the protection of Girls. During the Ministry’s last engagement with Stakeholders in Bonthe district, he revealed that every year a Girl misses School, it affects not only her health and wellbeing, but the Economy of the Home, Community and the Country as a whole.
Responding to the Minister’s statement, the Chiefdom Speaker of Jong Chiefdom, Francis Gbanabom welcomed the Minister’s call, for the safety of Girls in their Chiefdom.
He, on behalf of the Paramount Chief of the Chiefdom, assured the Minister of instituting measures that would enable their Children play less and listen regularly to the Radio Teaching programmes provided by the Ministry in collaboration with the Teaching Service Commission, reiterating that it would keep their Children engaged, thereby preventing them from harmful activities.
A Senior Secondary School Pupil in Bonthe Island, Theressa Bangura said she is happy with the Ministry’s efforts to protect them from abuse. She added that Girls in the Island would not disappoint the Minister, and she further promised him, that none of them in the Island will get pregnant during the School closure.
It could be recalled that the Ministry of Basic and Senior Secondary Education has recently lifted the ban on Pregnant Girls in School and Public examination. This, according to the Ministry, is in line with the Equity component of the Free Quality School Education Programme which states that every child in Sierra Leone should have access to Free and Quality Education, regardless of their sex, tribe or religion.
