The Senior Permanent Secretary at the Ministry of Basic and Senior Secondary Education (MBSSE) David Banya has turned the sod for the construction of a Model Science School for girls, in Combema, on the outskirts of Kenema City. The sod turning ceremony signified the official commissioning of the project titled, “The Improvement of Educational Infrastructure and Quality Educational Services in Kenema District – Kenema Education Project”.

MBSSE collaborates with SEND Sierra Leone, an international Non-Governmental Organisation to implement the project with funds from TERRA TECH through the German Federal Ministry of Economic Cooperation and Development.

The Project comprises of three intended outputs: the construction of a model science school for girls, the provision of ICT Training for teachers, and the capacitation of MBSSE Office in Kenema District.

Speaking at the Sod Turning ceremony, the Country Director of SEND Sierra Leone, Joseph Ayamga said his organisation is making contributions to the improvement of quality education for pupils, especially girls in Kenema District. He further said that the Science School for girls will have a 100% boarding homes for pupils of the school. He said this will help to keep school girls safe and focused on their school work.

The National FQSE Coordinator, Amara Sowa said the Kenema Education Project is in line with the vision of the President, His Excellency, Brig. Julius Maada Bio, whom he said is principally desirous to seeing Sierra Leonean children having equitable access to quality education. He said the ongoing establishment of a Science school for girls will encourage female pupils to offer science courses and further address the current shortage of STEM teachers in the country’s educational sector.

The Chief of Education at UNICEF Sierra Leone, Celeste Staley has commended the Ministry of Basic and Senior Secondary Education (MBSSE) for effectively implementing the Global Partnership for Education (GPE) program in Sierra Leone. She said the utilization rate of the GPE program in Sierra Leone has increased from 10% in February 2020 to 36% in January 2021. She described the utilization increase as a great achievement.
GPE provides technical assistance and funding to lower-income country governments, for every girl and boy to have hope and opportunity. In Sierra Leone, UNICEF-SL serves as the GPE Grant Agent.
The UNICEF Chief of Education was speaking at MBSSE’s validation retreat of the GPE Program in Sierra Leone. The retreat created a platform for government and partners to review and accelerate completion of the GPE Program in the country.
Speaking further, the UNICEF Chief of Education announced to the validation meeting that the GPE is happy with the accomplishment. She added that two years ago GPE was unhappy that only 10% utilization rate was realised, but she said, the current increase achieved in less than a year is a great relief to UNICEF and GPE.
At the end of the validation workshop, Celeste said the exercise was productive. She said key decisions were made as the way forward to accelerate the continued implementation of the GPE Program.
Accounting for the 36% utilization rate, GPE Program Officer at MBSSE Jonathan Kpakiwa said key outputs realized from the utilization rate among several others, are the establishment of 30 Early Childhood Development Centres, in Kambia, Portloko and Bombali districts (these ECD centres will be ready for commissioning by the end of April 2021), capacity building exercise for 5000 teachers of primary 1 to 3 classes, support to the development of education policies, MBSSE’s system strengthening and the Ministry’s response to COVID 19 through distance learning ( Radio Teaching Program) and a number of nationwide comprehensive safety campaigns, one of which is the Zero schoolgirls pregnancy campaign.
Commenting on the 36% utilization rate of the GPE Program, the GPE Coordinator at the Ministry of Basic and Senior Secondary Education, Mr Amara Sowa said, the Ministry strongly desires to fully implement the GPE Program, and as a result, the leadership of the Ministry invited all the parties and stakeholders involved in the GPE Program to look at the Ministry’s collaboration with UNICEF. Mr Sowa said that the aim of the validation exercise was to address the challenges faced in the implementation of projects and programs connected with UNICEF and GPE. He said, during the workshop, the Ministry and Partners discussed the factors that have been slowing down the implementation of the program, and further decided on mechanisms and approaches that could make the implementation of the program smooth, fast and efficient.
In his address at the workshop, the Minister of Basic and Senior Secondary Education, Dr David Moinina Sengeh noted that what should be more important to everyone present at the meeting was what would happen after the workshop, which he called “problem-solving”. He urged officials of his ministry and partners to be mindful of the quality of results achieved when carrying out field operations to scale-up learning outcomes in schools and ensure equitably and quality access to education. He encouraged his team to put in the required efforts in order to prevent the challenges highlighted in the validation workshop from showing-up in the next validation exercise.

At the annual performance acknowledgement award ceremony at State House, His Excellency, President, Rt. Brigadier-General Julius Maada Bio awarded the Ministry of Basic and Senior Secondary Education (MBSSE) the award of Best Performing Ministry in 2020. The ceremony is part of the Presidential acknowledgment of the performances of Ministries, Departments and Agencies. The MBSSE is currently implementing the flagship program of the government – the Free Quality School Education (FQSE) Program.

Among the Ministry’s accomplishments in the year 2020, the Ministry recorded increased number of pupils who enrolled in government and government-assisted schools nationwide, convinced the Government of Sierra Leone (GoSL) to increase the salaries of teachers by 30%, recruited up to 5,000 teachers, up to 4,000 of whom have received PIN Codes, expanded the National School Feeding Program which has motivated pupils to attend and stay in schools, reviewed the national curriculum framework in which the Ministry included 21st century skills that the Ministry refers to as the 5Cs: comprehension, creativity, computational skills, critical thinking and civic engagements, plus the recruitment of 160 Inspectors of Schools who are now deployed all over the country.

To keep pupils engaged during the Government-ordered closure of educational institutions across the country due to COVID-19, the Ministry scaled up the Radio Teaching Program by revamping the program schedule to span from pre-primary, primary, junior and senior secondary schools, and expanded the coverage of the Education Radio FM 95.3 to remote communities through community radio stations, distributed dry food rations to more than 30,000 families of pupils in vulnerable chiefdoms across the country, and further undertook a nationwide zero schoolgirl pregnancy campaign.

On behalf of the Minister, Deputy Minister, and Senior Management Staff of the Ministry, the Senior Permanent Secretary, Mr. David W.S. Banya thanked staff (including Office Messengers, Securities, Drivers, etc.) of the Ministry for their individual and collective work that culminated in the Ministry’s recognition for the award. The Senior Permanent Secretary said, As part of the team that physically received the Award, I am so overwhelmed with joy and determination that I am finding it difficult to select the most appropriate adjectives to communicate my message. With time I will get stable and communicate better. But let me challenge everyone in MBSSE to do even better in the years ahead. Let me remind you all that one thing that is difficult to maintain is standard. Let us together have the determination to do even better in the Year 2021 and beyond and not to perform below the performance standard for the Year 2020. Bravo to us all.

Since the official launching of the FQSE Program by His Excellency the President in August, 2018, MBSSE has been receiving performance accolades and acknowledgements for the successful implementation of the government’s flagship program. In July, 2019, His Excellency, the Vice President, Dr. Mohamed Juldeh Jalloh made a public declaration that the MBSSE was the Shinning Star of the New Direction administration for helping the GoSL to score 12 out of 20 indicators of the Millennium Challenge Corporation (MCC) Score Card.
